Although a new “No Smoking on Campus” policy has been put in place for all Cal State Universities, students at SF State continue to smoke without the fear of getting caught.
Students explain why they still smoke on campus and a participant of the Smoke/Tobacco Free Task Force clarifies why the policy was even set into put in place.

the video shows the smokers are not on SF State property, where they are smoking is city property.
smoking on a city & county of San Francisco sidewalk is legal, and not under the jurisdiction of university policy.
